Active proposals are in one of two live states: Active (promoted from queue, in voting delay — not yet open) or VoteOpen (voting window is live). Up to 3 proposals can be in these states at once. This panel also surfaces proposals that need user action: Succeeded (awaiting finalization), Defeated (needs finalization to free the proposer), and CapWaiting (passed but emission cap is full).

Proposals enter the queue automatically when created. Selection into an active slot is random and weighted — proposals with more eligible receipts staked for longer have higher weight. Weight also increases the longer a proposal sits in the queue (decay boost). Up to 3 proposals are active at once; when a slot frees up, upkeep randomly promotes a queued proposal. This panel also shows Succeeded proposals awaiting finalization and Execute Delay proposals in the timelock.

ℹ Your proposal will be assigned a weight based on your eligible staked receipts and their duration, then placed in the queue. Selection for an active voting slot is random and weighted — it is not guaranteed to be immediate. Once active, there is a voting delay before votes open, then a voting period. You may cancel your proposal before voting starts.
